Short Biography

Fushcia Hoover is a PhD candidate in the Interdisciplinary Ecological Sciences and Engineering (ESE) Program in Agricultural and Biological Engineering (ABE). She completed her bachelor’s degree in mechanical engineering and Middle East Studies from the University of St. Thomas, MN and her master’s degree in ecological engineering program from Purdue. Using stakeholder interviews, ethnography, statistical hydrology and ArcGIS, she combines the power of a truly interdisciplinary and mixed methods approach to address key issues in water management and environmental justice.

Part one of her research investigated the ability to detect watershed-level changes in water quality and quantity due to the implementation of best-management practices or stormwater control measures. This analysis was conducted using real data and a minimum detectable difference analysis under a paired and single-site watershed monitoring design system. Part two investigates the institutional and cultural barriers for low-income communities of color to adopt and/or participate in stormwater control measure practices and programs in a large Midwestern city.

A recipient of a National Science Foundation Graduate Research Fellowship Program, a former Ronald E. McNair Scholar, and a Minorities Striving and Pursuing Higher Degrees of Success in Earth System Science (MSPHDs) scholar, she is also an enthusiastic outdoorswoman, traveler and reader. She is a native of St. Paul, Minnesota.
